
As a seasoned educational leader with nearly three decades of experience, Penny Morley is an expert in both school administration and student counseling. In her role as the Dean of Students at Oswego High School, she was instrumental in implementing academic and behavioral programs, collaborating with a wide range of mental health professionals (within the district and community) and supporting staff to foster a positive school culture.
Earlier in her career, she served as Principal for CiTi’s Bridges to Success and STRIVE Middle School, where she directly supervised staff and specialized in the instruction of exceptional education students. Penny has a proven track record of providing critical professional development in areas such as trauma-informed care and restorative practices. She first honed her administrative and counseling skills through leadership roles at Farnham Family Services, an agency focused on SUD prevention and treatment, and as a school counselor in the Altmar Parish Williamstown and Mexico Central School Districts. A graduate of the State University of New York at Oswego, she is certified as a School Building Leader and School Counselor.
From fall 2010 until fall 2025, Penny served as an Adjunct Professor at the State University of New York at Oswego, where she had the privilege of teaching Critical Thinking and Public Speaking. As a First Year instructor, she also enjoyed incorporating campus activities, resources and community engagement into the curriculum to provide a holistic learning experience for her students. Other courses taught were Business Communication and Drug Use and Abuse in Society.
Whether working with students in the classroom, supporting faculty, or mentoring student counselors, Penny’s goal has always been to foster academic and social-emotional growth.
